Film Friendly Program and Filming Guidelines

The City of Tyler welcomes filmmakers to the Rose City. We see filmmaking as an art form and powerful industry that creates jobs, tourism, businesses and trade.

A film permitting ordinance was adopted by the City of Tyler to facilitate the work of filmmakers from Tyler or those who travel to Tyler for special projects. We work hard to expedite the application and review process and to assist filmmakers wherever possible. Tyler earned the Texas Film Friendly designation of the Texas Film Commission in 2016, recognizing Tyler as a community that welcomes filmmakers and has a bounty of filming sites, natural resources, unique architecture and talent to include in any production.

The City of Tyler does not have any process for drone permits. All drone regulations are put in place by the Federal Aviation Administration.

The following guidelines must be followed when filming inside City of Tyler limts:

All drones must be registered with the FAA.
If the filming is being done for commercial purposes, the operator has to be licensed by the FAA.
Drones cannot be flown directly over uninvolved people.
Drones cannot be flown beyond the pilot's line of sight.
Drones cannot be flown at night.
Drones cannot be flown in restricted airspace (several miles around the airport and the hospital heli-pads.)
If the drone will be flying over City property, the City staff member evaluating the application will request the registration number and certificate for the drone, as well as a copy of the pilot’s license.

TWU to conduct smoke testing Feb. 9-13

Tyler Water Utilities is performing smoke testing, as part of the Consent Decree, to help locate breaks and defects to improve the City’s wastewater system from Monday, Feb. 9 through Friday, Feb. 13. The testing will be conducted by Pipeline Analysis from Cambridge Road, Toll 49, Paluxy Drive, and Hollytree Drive.

During the process, air and smoke will be blown into the sanitary sewer system in the street to monitor where smoke escapes the system. White smoke will exit through vent pipes on the roofs of residences and through any sewer line breaks in the ground. The smoke is non-toxic, leaves no residue and does not create any fire hazards.

The smoke should not enter a residence unless there is defective plumbing or a dry drain trap. Dry drain traps occur when residents have drains that are not used on a regular basis. Residents should pour or run about a gallon of water in drains that are not used frequently to prevent smoke from entering any living areas.

The field crews will not need to access any residences or businesses to conduct the testing. Door hangers will be placed on all homes and businesses in the area to notify residents and business owners about the upcoming testing.

Pipeline Analysis employees will be opening manholes in the streets and backyard utility easements during the testing. Sewer service will not be interrupted during the smoke testing.
